1. Für die Vernehmlassung wurden zwar diverse Organisationen angeschrieben,die eigentlich nichts mit der Sache zu tun haben (u.a. Frauenzentrale BE odermänner.ch). Von Seiten der Gemeinden wurden nur die Städte sowie drei, viergrössten Gemeinden für die Vernehmlassung angeschrieben. Diejenigen Gemeinden,die es betrifft, werden also nicht einmal aktiv von der Regierungangeschrieben.
2. Hinter dem Antrag steht kein klarer politischer Wille des Grossen Rates.Es basiert einzig auf einer unverbindlichen Planungserklärung. SolchePlanungserklärungen werden recht häufig überwiesen, aber meist nicht umgesetzt.Diese Planungserklärung von Grossrat Saxer (FDP) wurde in der Septembersession2018 im Rahmen der Beratung des Berichtes des Regierungsrates"Erfolgskontrolle FILAG 2016" zudem mit 76 Ja, 71 Nein und 4Enthaltungen überdies sehr knapp überwiesen. Vermutlich wäre der Antrag in derverbindlichen Form des Postulats abgelehnt worden.
